Add streaming v2 surface for published profile 0.7.0 (#175)

* Add streaming v2 0.7.0 indexing surface

- add an additive StreamingIndexingRunV2 for the exact published 0.7.0 profile
- expose directional PCA cluster counts for streaming v2 routing decisions
- add focused streaming v2 validation and align the streaming-indexer specs

- size v2 child partitions from an authoritative classifier replay before expansion
- tighten early partition count validation and clean up the wide-fixture stride conversion
