docs+ci: add badges, free CI disk space, mark phases 17-18 complete (#190)

Add CI/Coverage/License badges to README, mark roadmap Phase 17 (SDKs)
and Phase 18 (security audit) as Done now that all seven SDK repos are
verified live with matching registry coordinates, fix the stale phase
count in the progress header, and add a disk-cleanup step to the heavy
Rust test jobs in ci.yml and coverage.yml to prevent the RabbitMQ
disk-space alarm that flaked a recent PR.
