feat: expose Image and Command on PodSet Container (#3674)

* feat: expose Image and Command on PodSet Container

This addresses issue #3177 by exposing Image and Command properties on the runtime.Container structure extracted via toPodSetContainer. This allows component builder plugins (like the Flux plugin) to construct InitContainers without bypassing the PodSet abstraction.

* feat: auto-append InitContainers in JobSet plugin Build sync loop

This eliminates the need for plugins like Flux to manually manipulate the underlying JobSetSpec for new InitContainers. Plugins can now just write to the PodSet abstraction (PodSet -> runtime.Container -> JobSet).
