feat: reason-aware wifi reconnect backoff + assoc-leave park (B1-994, B1-806) (#898)

Adds a SLOW backoff tier (AUTH_FAIL/NO_AP_FOUND never hot-retry, even on
the first occurrence) and a new WR_LEFT FSM state that parks the reconnect
FSM on ASSOC_LEAVE disconnects instead of auto-retrying -- both branch on
the neutral bb_wifi_disc_reason_t reason class already surfaced by
bb_wifi_map_esp_reason().
