refactor: delete NO_IP_WATCHDOG + INACTIVE_TIME restart-recovery dead paths (B1-879) (#896)

NO_IP_WATCHDOG (wifi_reconn_policy_on_no_ip, wifi_reconn_get_no_ip_count,
bb_wifi_get_no_ip_count, no_ip_recoveries and their Kconfig bridges) had
only host-test callers -- the ST_IDLE poll that consumed it was deleted
with the legacy switch-based reconn_task and never reintegrated with the
bb_fsm rebuild. Also drops the now-inert INACTIVE_TIME restart-recovery
compile-time tripwire (the driver knob itself and its Kconfig entries are
unchanged). Removes the bb_net_health no_ip_recoveries tentacle (struct
field, cache, route serialization, recovery_count sum, log heartbeat
token) and an orphaned, uncalled bb_wifi_host_set_gateway_reachable test
stub exposed by the same file edit. Gateway-probe worker, egress-ACT
chain, and bb_wifi_request_recovery are untouched (PR5 scope).
