chore: standardize on Go 1.25

Matches bots-api-whatsapp and bots-fw-whatsapp, which are already 1.25. 1.25 makes
testing/synctest stable, so time-dependent tests can fake the clock instead of
sleeping. CI runs 1.26; the code already compiled under a newer toolchain.

No test in this repo sleeps on real time, so nothing to convert - this enables the
pattern for future retry/backoff tests.
