feat: add session idle timeout and harden admin session-kill API

Idle SSH sessions with no stdin activity now get reaped by the GC even
while WebSocket connections remain Connected, closing a gap where a
half-open or forgotten tab could keep an SSH connection alive
indefinitely. The admin session list/kill endpoints are now gated by
ADMIN_API_TOKEN (open by default for lab backward-compat), and killing
a session works with the non-secret ID from GET /api/sessions since
that endpoint never exposes the full capability token.
