committerpb: add snapshot namespace storage (#135)

#### Type of change

- New feature

#### Description

1. Add SnapshotState protobuf and snapshot/checkpoint namespace
constants.
2. Use existing GetRows for system-namespace reads: snapshot txID keys
map to serialized SnapshotState values, while checkpoint TxHeight keys
map to raw hash values. Regenerate protobuf bindings.

#### Related issues
