feat: API keys, organization, and agent onboarding (#18)

Adds create_api_key (secret returned once) / list_api_keys(_page) /
delete_api_key, get_organization (counts + plan limits), and agent_sign_up /
agent_verify for pre-credential onboarding. 3 wiremock tests.
