feat: allow/block Lists API (#16)

Adds list_list_entries(_page), create_list_entry, get_list_entry,
delete_list_entry over /v0/lists/{direction}/{kind}. ListDirection
(send/receive/reply) and ListKind (allow/block) drive the path; EntryType
(email/domain) plus all three carry an Unknown catch-all for forward-compatible
deserialization. 2 wiremock tests.
