Fix/form reconf pending drain (#244)

* record 0.58.0 release (CHANGES header + version bump)

This was sitting uncommitted in the working tree after the 0.58.0
CPAN release; committed as-is so the fix on this branch applies on top.

* Form: drain pending reconfigurations once form data finishes loading

A trigger-field change (triggerFormReset) that lands while getPluginData
is in flight is parked in _reconfPending, but the queue was only drained
from a completed reconfiguration response — _loadData/_loadDataReadOnly
never drained it. A user (or test) changing a trigger field during the
initial reconf/reload cascade thus never got the form re-rendered: the
getPluginConfig(triggerField=...) request was silently dropped and
fields the reset should reveal stayed excluded until the trigger field
was toggled again.

Observed end-to-end in the hin-access-suite AGW e2e (System tab,
auth_method=join_kerberos: ldap_user never appeared); the Playwright
trace showed the validatePluginData call for the change but no
subsequent getPluginConfig.
