* chore: Update to reasonable default for time sync

* ci: pin macOS unit-test job to macos-15

macos-latest now resolves to macOS 26 / Xcode 26.5, where AppleClang
fails the note_c -Werror build on pre-existing int-to-double limit
comparisons. Pin to macos-15 so this PR is not blocked by the
toolchain image change; a follow-up can restore macos-latest with a
source fix.
