feat: re-add epoch-free boot-fail-counter read + threshold to bb_system (#892)

- re-add bb_system_boot_count_get() (host/espidf/arduino), matching the
  shape deleted in #844 (cb0e71d5)
- add bb_system_boot_fail_count_over(count, threshold) as a pure
  comparator (count >= threshold), host-testable without NVS/host stubs,
  mirroring the pure-core/wrapper split in bb_system_reboot_budget
- add bb_system_boot_fail_over_threshold() convenience wrapper
- add CONFIG_BB_SYSTEM_BOOT_FAIL_THRESHOLD (default 3) via the canonical
  ESP_PLATFORM/CONFIG_ Kconfig bridge (no bare #define shadow)
- primitive only -- not wired into any reboot call site (deferred to
  B1-805 slice 1a's act_request_reboot)
