ManageActiveChannel events are now required on both primary and
secondary node of a quantum channel.

Internal data structures for outgoing and incoming reservation requests
are restructures to follow ActiveChannel->ActivePath hierarchy.

QubitReleasedEvent handler on the secondary node can search the pending
requests in the relevant ActivePath handler, to prevent unnecessary
choking.
