refactor(server-tray): cat empty state, remove Regenerate PIN button

Remove the Regenerate PIN button from PairingView — it was
useless because the Android client auto-requests PIN via
/api/pair/regenerate when PairingPage appears. A manual
regenerate in the window would produce a PIN the client does
not expect.

Add empty state: when no PIN is active, show an ASCII cat
art plus 'Waiting for a pairing request...' text. When a PIN
is active, show the PIN digits plus a helper text.

PairingViewModel: add HasNoActivePin (inverse of HasActivePin)
for the empty-state binding. Remove IsBusy and RegeneratePin
command (no longer needed). BooleanToVisibilityConverter from
BCL handles the state switching.
