Deprecate the chute model (#45)

The parachute model is immature, has no tests, and is undocumented. We'll also 
need to remove the secondary chute atmosphere model since that one is closely
coupled with the parachute model.

This allows us to finally deprecate the table interpolation model written in C.
The C++ version should always be used.
