Rewrite drawer as a custom element (#2904)

This PR is a complete re-write of the drawer component. With recent changes of both the Modal and Popover components to leverage native browser APIs, Drawer has been re-written as a custom element that also leverages existing Modal implementations. The Drawer's purpose is now simply handling the breakpoint based transition of a sidebar element between a static inline state and a modal dialog. Drawer's have two primary method of customization via the `breakpoint` and `position` attributes that fallback to the values provided by the Drawer's CSS variables.

This is a massive pairing down of the previous JavaScript based management of Drawers and focuses on a lean approach to achieve the same goal. This removes the last remaining usages of the core JavaScript modules and scripts such as Collections and their plugins.

**Additional changes**

- Updated documentation to reflect the new Drawer implementation and API.
- Implemented the new Drawer custom element in the docs site.
