Fix `tool` directory typo and add CMake policy for the benchmark build (#527)

* Fix tool directory typo

* Add CMake policy version minimum for benchmark

* Set benchmark CMake policy minimum internally

When FK_YAML_RUN_BENCHMARK is enabled, set CMAKE_POLICY_VERSION_MINIMUM
to 3.5 before adding the benchmark subdirectory. This avoids requiring
users to pass -DCMAKE_POLICY_VERSION_MINIMUM=3.5 manually when configuring
benchmark builds with newer CMake versions.

Also remove the now-unnecessary flag from the benchmark README.
