backlog: cost/benefit of a steppable eval-threaded-nerr

Not an annotation like eval-simple-1err's runMatch: the recursive
matcher would need a generator rewrite with hot-path overhead on the
default engine, and its error-permutation threads don't fit the
threads-pane model.  Record the cheaper capture-with-selected-engine
refinement instead.
