test: fix item_id_aliases shuffle-order flake in internal/app (#182)

- resetAllDB did not clear item_id_aliases, so
  TestHandleBacklogV2CreateWithAliasResolvedEpic's inserted alias row
  survived across -count/-shuffle reruns, colliding with itself on
  old_id and tripping a UNIQUE constraint violation
- add item_id_aliases to resetAllDB's truncation set (the robust fix,
  covering every present and future alias-creating test in the
  package, not just a distinct-literal workaround)
- drop the stale comment referencing a sibling test file/id that no
  longer exists in this package
