feat: integrate with cluster TLS security profile

Read the cluster TLS profile from apiservers.config.openshift.io/cluster
at startup using dynamic client (no openshift/api dependency). Apply
MinVersion, CipherSuites, and NextProtos to the metrics server TLS config.

Falls back to Intermediate defaults (TLS 1.2, ECDHE ciphers, ALPN
h2/http1.1) on non-OpenShift clusters or transient API errors.

The pkg/tls/ package is self-contained and won't conflict with the
upcoming upstream sync (#3339 TLSOptions config + #3594 CLI flags).
