INSERT...EXEC on inline table-valued function should raise error (#4898) (#4908)

Babelfish does not raise error when EXEC is used on an inline table-valued function (TVF). SQL Server correctly rejects this with error : "The request for procedure 'fn_inline_tvf_test' failed because 'fn_inline_tvf_test' is a table valued function object."

In Babelfish, the statement silently succeeds with 0 rows inserted, which is a behavioral gap.

With this commit, we fix this by adding a check for table valued functions.
