refactor: delete dead bb_nv component (B1-964) (#882)

bb_nv had zero live functions remaining after B1-963 relocated its
last consumers to bb_settings. Deletes components/bb_nv,
platform/espidf/bb_nv, and platform/arduino/bb_nv wholesale; drops
the now-unused REQUIRES bb_nv from bb_board/bb_ota_push and the
dead #include "bb_nv.h" from their remaining dependents; rehomes
CONFIG_BB_NV_CREDS_RTC_BACKUP to bb_settings as
CONFIG_BB_SETTINGS_CREDS_RTC_BACKUP; drops the Arduino EEPROM
bb_nv_config_init() bring-up from the smoke app (CI-excluded
Arduino envs only); deletes bb_nv's own dedicated test files and
their test_main.c registrations.
