Update Dependabot-recommended dependencies and fix CI coverage step

Bump direct dependencies to versions recommended by Dependabot:

The "Test and Coveralls" CI job failed on every Dependabot PR because
goveralls requires COVERALLS_REPO_TOKEN, which GitHub does not expose to
Dependabot-triggered runs, so the step exited 1. Guard the coverage
upload behind the token's presence so PRs without secret access pass,
and reorder checkout before setup-go so module caching works.
