test: cover keymap rebind of arrow-bound actions at launch and via live reload

The arrow-bound built-in actions (previous/next_session,
previous/next_attention_session) have no default chord, and nothing covered
rebinding them end to end or live-reloading a built-in menu key-equivalent at
all. Add KeymapArrowRebindUITests binding next_session to a parseable chord and
asserting the chord fires both when seeded at launch and after a live
keymap.reload, with a default-chord control on the reload path.

Widen ControlAPITestCase.stateDir to private(set) so the test can write the
keymap file and reload without relaunching.
