Expose --allow-docker-gateway in workload API (#5799)

The CLI already wires --allow-docker-gateway into RunConfig via
runner.WithAllowDockerGateway, and the Docker egress proxy honors it,
but the HTTP workload API's request/response types never exposed the
field, so servers created or updated through the API had no way to
opt in to Docker gateway access.

Add AllowDockerGateway to updateRequest, thread it through
BuildFullRunConfig, and include it in the runConfig-to-response
conversion. Regenerate swagger/CLI docs.
