feat(rust,go): RRHC boot bundles for term-bodied (RRTI) split sets

WriteSplitsetBundle rejected term splits (bad RRS magic), so term split sets
paid one header RTT per split on every first search. Both sides now bundle
and boot RRTI splits:

- rust: TermIndex::from_boot (zero-fetch boot from a resident header +
  router-FST region) with rrti_boot_len slicing it, sharing the parse tail
  with open; open_split consults SplitFetcher::boot for term splits, so
  RrssIndex.openBundle picks up .rrt boots with no wasm change
- rust+go bundle writers dispatch each split on its leading magic (RRS
  sparse-index boot vs RRTI router boot; MemberTag::Rrti members)
- go: rrtiBootLen mirror with the same validation (magic, version, router
  bound)
- shared golden testdata/rrhc_term_bundle_build_golden.txt over the existing
  cross-language term fixture, asserted by both suites, plus an end-to-end
  test that a term set queried through bundle boots equals the cold path
