Add SOPs for Babelfish version release process

sop-prepare-new-stable-branch.md: Documents the initial commit process
for new Babelfish minor versions across all dev branches (2.x through 6.x),
including branch-specific differences and cross-major script rules.

sop-finalize-stable-branch.md: Documents the stable branch finalization
process (freezing dev references, disabling TDS fault injection, updating
CI workflows to use stable branches).
