test: fix flaky tests from getFreePort port-allocation race

getFreePort bound 127.0.0.1:0, closed the listener, and returned only the port,
so an httptest.NewServer created later in setup could grab that freed port. h.Run
then failed to bind and its swallowed error left the test client talking to the
wrong server, producing a rare CI flake. getFreePort now holds the listener open
and returns a release func called right before the server binds. main_test.go and
health_test.go also drop the random-port pattern (rand.Intn+40000) in favor of it.
