feat(go): WriteSplitsetBundle emits RRHC boot bundles from the Go builder

Mirror of the Rust splitset_bundle::write_splitset_bundle, byte-for-byte:
one inlined RRS member per split carrying its boot region (header + sparse
index, computed by a new rrsBootLen mirroring index::rrs_boot_len), maxSplits
cap and inlineThreshold forwarding included. A reader booting the set via
RrssIndex.openBundle then opens every split with no per-split header fetch.

- shared golden testdata/rrhc_bundle_build_golden.txt over the existing
  split-set conformance fixture, asserted by both rust/src/splitset_bundle.rs
  and splitsetbundle_test.go
- fix(go): boundedRead treats a zero-length region as valid instead of
  surfacing io.EOF -- an all-referenced RRHC bundle has an empty inline blob
  at EOF and OpenHotcache failed to open it
