Work around pyGSTi EmbeddedOp memory-blowup bug

Adds safe_time_dependent_evotype() for constructing custom time-dependent
pyGSTi operators without triggering a pyGSTi bug where EmbeddedOp allocates
a dense matrix sized to its full parent state space instead of a compact
embedded representation. Also adds automatic detection
(PyGSTiEmbeddedOpMemoryWarning) in PyGSTiNoiseModel.get_reps and a
check_for_dense_embedding_issues() audit method, and updates the
timedepmodel tutorial to use the new workaround.
