feat: add cache control middleware to admin endpoints

- Apply 24-hour cache duration to ASN lookup responses to reduce GeoIP
  database overhead.
- Ensure SSE event streams explicitly use the `no-cache` directive to
  prevent unexpected buffering by intermediate proxies or clients.
- Replace manual header setting with `gin-cachecontrol` middleware for
  better consistency.
