Attribute records measurably added nothing: the rAF preservation loop
re-corrects every frame while the user-scroll window is open and the
wrapper ResizeObservers correct pre-paint, so style-driven growth
mid-scroll never produced a frame-level jump even at 8 blocks x 600px
(Outcome C, plan 005's experiments; pinned by the committed
scroll-window-attr-growth referee spec). childList+subtree remain.

* test(chat): gate the attribute-growth referee off webkit

The frame-delta detector fails on CI webkit with AND without attribute
observation (guard A/B via draft PR #67): CI webkit frame pacing trips
it regardless of observer configuration, so the platform has no
discriminating power for this referee. Chromium — the platform the
plan-005 teeth proof used — plus firefox and mobile-chrome remain fully
load-bearing. Cross-platform landmark-based referee tracked in #69.
