feat: add pending label to renovate_dependency_update (#166)

* feat: add pending label to renovate_dependency_update

Expose Renovate's per-update pendingChecks flag as a "pending" label on the
renovate_dependency_update metric. Combined with releaseTimestamp="0" this lets you
alert on updates Renovate withholds because the release has no timestamp
(minimumReleaseAgeBehaviour=timestamp-required), rather than only observing that such
releases exist.

Adds the first unit tests for the parser package.
