fix: delete SriovNetworkPoolConfig by rpc name on cleanup

SriovNetworkPoolConfig is scoped to the SpectrumXRailPoolConfig (named
after rpc.Name), not per rail topology. deleteRailTopologyResources was
trying to delete it by rtName, which was silently a no-op due to
IgnoreNotFound. Move the deletion to handleDeletion where the correct
name is available.
