* MAINT: Make s_wise_max an ordinary method; DiscreteDP now picklable

Replace the per-instance s_wise_max closures set in __init__ with an
ordinary method dispatching on self._sa_pair. Local functions cannot
be pickled, so DiscreteDP instances could not be used with pickle or
multiprocessing; the call syntax and behavior are unchanged. Add a
pickle round-trip test over the three representations.
