fix(ci): avoid cargo-udeps segfault by fetching git deps with the git CLI (#1260)

The prebuilt musl-static cargo-udeps binary intermittently segfaults
during its in-process git fetch of the large iota monorepo dependency.
Setting CARGO_NET_GIT_FETCH_WITH_CLI=true makes it shell out to the
system git instead.
