address review: centralize CSI zone normalization; merge instead of overwrite

- Extract label + value normalization into zones.RegisterCSIZoneNormalization()
- Merge NormalizedLabelValues[LabelTopologyZone] via lo.Assign instead of
  replacing the map, preserving any upstream/other-provider mappings and
  guarding against a nil NormalizedLabelValues.
- Call the helper from all three init sites (production operator, pkg/test
  env, and test/pkg/environment/azure) so value normalization can't drift
  between prod and test.
