fix(review): use Quote field for authored text and align admin diagnostic

Address review annotations on the prohibited-langs fix:
- replace spamcheck.Request.AuthoredMsg *string with a value Quote field;
  AuthoredText() strips the trailing quote from Msg, dropping the nil sentinel.
- handle the ResolveProhibitedScripts error explicitly in makeDetector (warn
  log) instead of discarding it, and fix the stale validateSettings comment.
- pass the quoted text via diagMsg.Quote in the admin /spam diagnostic so its
  prohibited-language check matches the live path instead of scoring the quote.
- clarify in README that the check is script-level (Latin-alphabet languages
  share a script and cannot be told apart).
