release: penknife 0.3.0; correct MSRV to verified 1.88 (#48)

Bump penknife to 0.3.0 for the render-thread fixes: the dataless
online-only hang fix (#44), the off-thread refresh pipeline (#46), and
the dua-style startup scanning indicator (#47). penknife-gist and
penknife-backend are unchanged and stay at 0.2.1.

Correct the workspace `rust-version` from 1.85 to 1.88, verified with
`cargo msrv find` (1.85 was already wrong: edition-2024 let-chains, plus
ratatui 0.30 / time / image / instability, all require 1.88). With the
MSRV at 1.88 the scanner's progress check uses `usize::is_multiple_of`
(1.87+) instead of a manual modulo with a clippy allow.
