build(deps): upgrade reqwest 0.13, sha2 0.11, hmac 0.13 (#10)

- reqwest 0.12 -> 0.13 (Dependabot #4): the `rustls-tls` cargo feature was
  renamed to `rustls` in 0.13; no call-site API changes were needed.
- sha2 0.10 -> 0.11 and hmac 0.12 -> 0.13 (Dependabot #6, #7): the RustCrypto
  digest-0.11 generation. `Mac::new_from_slice` moved to the `KeyInit` trait,
  so amqp::hmac now imports and qualifies against `KeyInit`.
- dtolnay/rust-toolchain action pinned SHA bump (Dependabot #2), re-applied on
  current main.

cargo build/test/clippy (-D warnings) all green with --all-features.
