libfuzzer: seed verifier thread-local state (#808)

Prevail stores ProgramInfo in thread-local storage during unmarshal. The fuzzer timeout wrapper moved prevail::analyze() to a worker thread, but that thread never initialized its own thread-local program info, so the fuzzing workflow crashed when verifier packet initialization dereferenced a null context descriptor. Seed the worker thread before analysis so the timeout path preserves the verifier's required state.
