chore(dev): run the stack locally against vocone

Local dev-stack fixes: build with the go1.26 image (matches the module directive), fund accounts
from the chain endpoint's /open/claim faucet (account.ensureAccountExist) instead of the hosted
default service, give the seeded default plan integrator limits, wire the ui service env, and fix
the fundaccount script's faucet path.
