chore: prune unused devDependencies (#692)

## Summary

These packages are vestigial — config and CI no longer use them — so
dropping them shrinks install surface with no consumer impact.

Removed (all verified unused via depcheck / repo search):

- \`eslint-plugin-eslint-comments\` — old package; \`eslint.config.js\`
only uses \`@eslint-community/eslint-plugin-eslint-comments\`
- \`@types/eslint-utils\` — code uses
\`@eslint-community/eslint-utils\`, which ships its own types
- \`coveralls\` — coverage upload goes through the Coveralls GitHub
Action
- \`mocha-lcov-reporter\` — lcov comes from the coverage tool
(\`nyc\`/\`c8\`)
- \`semver\` — no requires outside \`node_modules\`

## Test plan

- [x] \`npx depcheck\` lists the removed packages as unused
- [ ] \`npm ci && npm test\`
