Revert the Coveralls CI changes (74d8e793, 5edcdc45)

Coverage is informational and does not gate merges, so neither
failOnServiceError=false nor a retry loop is warranted. A failed coverage check
is a useful signal: on a red build, look at the report, see whether it is a
coverage regression or a Coveralls service disruption (#622), and decide
whether to rerun. Automating around it hides that signal. Restores the original
single-command verify with coveralls:report.
