fix(storage): honor options.contentType for fileURL uploads (#1124)

FileUpload.encode routed the .url case through the 2-arg
MultipartFormData.append, which derived the MIME type solely from the
file URL's extension and ignored options.contentType — unlike the .data
branch. It also threw bodyPartFilenameInvalid when the URL had no path
extension. Pass the content type through explicitly, falling back to the
URL-derived type.
