chore: replace npm-run-all with npm-run-all2 (#685)

## Summary

`npm-run-all` is unmaintained; `npm-run-all2` is the maintained drop-in
fork (same `npm-run-all` / `run-s` / `run-p` bins and flags). Dev-only,
so consumers are unaffected.

- Replace `npm-run-all` with `npm-run-all2@^8.0.4`.
- Stay on v8 rather than v9, which requires Node `^22.22.2 || >=26` (too
new for this repo). v8 needs Node ≥20.5 for scripts that use it (`lint`,
`test`); CI matrix jobs that run `test:unit` directly are unaffected on
Node 18.
