* ci: add copilot-setup-steps for cloud agent test environment

Prepares the GitHub Copilot coding agent's ephemeral environment by
building the dev Docker image, starting the stack, and running
migrations, mirroring the CI unittests (django) job. This lets the
agent run the Django suite - including the live Salesforce integration
tests - without discovering the setup by trial and error.

Salesforce credentials are supplied separately via the repo 'copilot'
environment (SF_INSTANCE/USERNAME/PASSWORD/SECURITY_TOKEN secrets and
SF_DOMAIN variable) and must be forwarded into the seed_web container.
