chore: upgrade to TypeScript 7 and switch linter to oxlint (#128)

- Bump typescript ^6 -> ^7 and tsdown ^0.22.0 -> ^0.22.5 (TS7-compatible d.ts generation)
- Replace ESLint + typescript-eslint with oxlint (.oxlintrc.json); typescript-eslint is not TS7-compatible
- Update lint scripts, AGENTS.md, and dependabot groups accordingly
- Fix no-unsafe-optional-chaining findings surfaced by oxlint in tests
