feat: add bb_lifecycle service run-state authority (v1) (#836)

- register named services, computed STOPPED/PAUSED/RUNNING state, and an
  open-vocabulary interned pause-reason bitset with global bit reuse
- PUSH (observer array), PULL (generic emit sink), POLL (lock-free version
  counter) delivery from a single lock-guarded commit path
- single-file component (no platform/ split), REQUIRES bb_core only,
  PRIV_REQUIRES bb_log
- host tests: 100% branch coverage on bb_lifecycle.c
